Proposal for Consulting Services for reduction and control of Unaccounted for Gas (UFG)

招标方：Sui Southern Gas Company (SSGC) ，Pakistan’s leading integrated gas Company. The company is engaged in the business of Transmission, Distribution and Sale of Natural Gas, besides construction of high pressure transmission and low pressure distribution systems. It is operating in its franchise area of the provinces of Sindh and Baluchistan and listed in all three stock exchanges in Pakistan. The Company has annual turnover of over US$ 1 billion. 

项目工作：
SSGC invites participation from well reputed National/ International companies/firms to control UFG. The objective / Scope of work are as follows: Objective of the project is to bring down UFG in the area within the benchmark set by OGRA with the scope of the project as mentioned below: 1）Firm will be required to work in specific segments of franchise area.
2）The firm shall develop a mechanism to detect network interconnectivity for accurate measurement of gas losses within a segregated area by use of modern techniques and technology. •
3）Identify further gas measurement points for micro analysis of UFG within the segregated area if so required. Subsequently, propose best suited technology to help determine reasons for UFG in that pocket. 
4）Identification of critical factors contributing to UFG and their solution thereof • Investigate systematic through surveys, gas flow data etc. the cause of UFG in the segmented area after reconciliation of Sale and Purchase data. Comprehensive information highlighting the percentage impact of all contributing factor separately duly supported by data/information.

资格预审要求：
SSGC reserves the right to reject all proposals and annul the EOI process. Proposals after EOI submission deadline will not be entertained. Following criteria will be used for short listing:
1）Experience with Gas Distribution Companies in the last 10 years with focus on pipeline rehabilitation, pipeline construction, maintenance and UFG reduction activities.
2）The firms proven and demonstrated the case study with details of UFG reduction projects undertaken specifying the size of the project and results achieved.
3）International, Regional and local experience.
4）Company annual turnover.

Only short listed consultancy firms will be offered to submit detailed RFP. The method of procurement will be Quality and Cost Base Selection as per Procurement of consultancy Regulation 2010.
