Crude oil markets are expected to be balanced in the fourth quarter of this year despite a rebound in output from Nigeria, Libya as well as U.S. shale producers, Saudi Energy Minister Khalid Al-Falih tells the London-based Asharq al-Awsat newspaper. “The forecasts that the oil market will rebalance in the fourth quarter have taken into consideration the rise in shale oil production,” he says. The level of production increases from both Libya and Nigeria is still within the limits set by the Algeria agreement of 500,000 barrels a day, he adds.
